Ingredients
- 1 1/2 cups all-purpose flour

Instructions
- Preheat the oven to 350°F (175°C) and line a cupcake pan with liners.
- In a bowl, mix together flour, sugar, baking soda, cocoa powder, and salt.
- In another bowl, whisk together oil, buttermilk, eggs, food coloring, vanilla extract, and vinegar.
- Combine the wet and dry ingredients until just mixed.
- Fill the cupcake liners about 2/3 full with batter.
- Bake for 20-22 minutes or until a toothpick comes out clean.
- Let the cupcakes cool completely before frosting.
- For the frosting, beat together cream cheese and butter until smooth.
- Gradually add powdered sugar and vanilla extract, mixing until creamy.
